Leningrad Region Governor visits two kindergartens built by LSR Group

Leningrad Region Governor Alexander Drozdenko and regional executive authorities conducted a working inspection in Gatchina yesterday of two pre-school institutions built by LSR Group that are to be commissioned by the end of 2014.

The first kindergarten visited by the delegation has 220 places and is located at the address 7 Generala Sandalova St. The kindergarten was designed and built by LSR. Construction – North-West as part of Resolution No. 383 of the Government of the Leningrad Region “On measures to eliminate queues for the enrollment of children in pre-school institutions in 2014-2015”. The kindergarten is designed for 12 different age groups: 4 nursery groups for children up to age 3 for 15 people and 8 preschool groups: 2 groups (3-4 years-old) for 20 people and 6 groups (4-7 years-old) for 20 people.

The second kindergarten on 12a Zverevoy St. (Aerodrom microdistrict) has 155 places. It hosted the Coordinating Council under the Leningrad Region Governor for interaction between the government authorities of Leningrad Region, the local government authorities, developers and investors in the integrated development of housing construction in the Leningrad Region. This kindergarten can accommodate 8 different age groups: 2 nursery groups for children under 3 years-old for 15-20 people as well as 6 preschool groups (3-7 years-old) for 20 people.

Both kindergartens are equipped with individual bedrooms, games rooms, physical education and music rooms, rooms for educational and creative activities, a medical unit, various offices, service, amenity and technical facilities and a catering area. The pre-school institution has all the necessary furniture and equipment. The building is equipped with one passenger lift and three cargo lifts. The area around the building has undergone comprehensive development, landscaping and has playgrounds. The kindergarten is equipped with ramps for people with disabilities.

The buildings were built using modern, energy efficient seamless façade technology. Thanks to such external insulation of the façade, the level of heat loss through external building walls has been significantly reduced – by up to 30% compared with traditional buildings made from prefabricated reinforced concrete depending on the thickness of the insulation. This results in savings on heating the buildings and energy costs.

LSR Group began building the first kindergarten with 220 places in the village of Siversky in the Gatchina District in late 2013. LSR Group is to build a total of 18 kindergartens with 3,180 places in Leningrad Region prior to 2015 as part of Resolution No. 383 of the Government of Leningrad Region “On measures to eliminate queues for the enrollment of children in pre-school institutions in 2014-2015” and to implement Decree No. 600 of the President of the Russian Federation dated 7 May 2012 “On measures to provide citizens of the Russian Federation with affordable and comfortable housing and to improve the quality of housing and utility services”: 2014 – 8 kindergartens for 1,435 places and in 2015 – 10 kindergartens for 1,745 places.

“We are building all these kindergartens at our own expense and later the municipalities will purchase these facilities as their own property based on subsidies from the regional budget. We are providing the kindergartens with everything, including furniture, equipment and even teaching aids,” LSR Group CEO Alexander Vakhmistrov said at the Coordinating Council meeting.

“A unique situation has taken shape in Leningrad Region: the financial budget capabilities guarantee the implementation of targeted programmes, including those involving the construction of pre-school institutions,” Leningrad Region Governor Alexander Drozdenko said during the Coordinating Council meeting. “We will require all developers to comply with all standards and rules: environmental, construction, the availability of social facilities and fire safety.”

LSR. Construction – North-West experts have developed six types of kindergarten designs with 155, 180 and 220 places, with a swimming pool and without a swimming pool. All the designs have undergone a government expert evaluation and been given a favourable conclusion. Using the same designs significantly reduces the design time and optimises the cost of building new facilities.

A trademark of LSR Group is the colourful design of the kindergarten buildings. This trademark is based on the work performed by the winners of an international competition for the best colour scheme of the building facades of children’s educational institutions. The competition was held at the initiative of LSR Group and was organised by the Architecture and Urban Planning Committee of Leningrad Region. The competition received a total of 62 entries from St. Petersburg, Leningrad Region, Moscow, Saratov, Kaliningrad, Simferopol, Riga and Milan. Two designs were selected, based upon which the company developed the two options for designing the kindergartens.
