The occasion for the beginning of talks on this matter was the conference on Designing and Building High-Rise Residential and Public Property, which was held at OAO LENNIIPROEKT. The result of this event was a proposal addressed to the Government and the Legislative Assembly of St. Petersburg to set up on the basis of the OAO LENNIIPROEKT a main organization to design high-rise buildings with the aim of providing scientific guidance for high-rise building as a new and so far insufficiently studied area.
“These measures,” said Viktoria Ivanova, head of the department at ZAO PO Barrikada responsible for working with project and design organizations, “are essential, but not nearly enough. It is equally important to get both building-materials manufacturers and the builders themselves to take part in events of this kind. After all, the creative ideas of the architects and the designers depend on the people who actually build them. Readjusting production is not a quick and easy matter, and to ensure that new projects have all the essential materials takes the factories time. For this reason, manufacturers must have a good idea of the kind of technologies that will be used in the future for erecting urban buildings and structures, and actively participate in the creation of documents that will regulate the processes of building and designing.”
According to a colleague, Candidate of Architectural Sciences, O. A. Mustafayeva, “Project and design work cannot exist without production. We are pleased that the Barrikada Combine, as a major producer, has been the initiator of joint work in this area. We have long felt that all participants in the market have wished to unite their efforts to help form policy in the field of building. And we hope that working together with the manufacturers, the builders and the insurance companies will make it possible for us to raise the quality of our building and reduce building times.
Within the cooperation framework, it is planned to hold seminars and conferences devoted to the use of ferro-concrete products. In Europe, this material is very popular. In Finland, some 70% of residential, industrial and public buildings are built from it, which is why they can be erected so rapidly and with such high quality. In Russia, ferro-concrete is not used so much, but at a time when an ever-increasing amount of building is being done due to the need to implement the Affordable and Comfortable Housing programme, studying and taking advantage of international experience in the use of this material should be a priority area of development.
